| The reference database used to calculate the index is the B.I.E.N. database (the Notarial Economic Information Base).
This is a computerized database, that has been supplied voluntarily by Notaries with their clients' consent since 1977.
Today it covers 80% of title deeds executed and authenticated by notaries,
1,100,000 real property transfers of ownership in the Ile-de-France,
and since 1990 for Paris and the inner suburbs and since 1996 for the outer suburbs, covering tout type de bien:
residential, garages, land, complete buildings, commercial premises, rural property, etc.
It represents a collection of a hundred or so items of information from deeds executed and authenticated by notaries,
from which sensitive information has been removed (file declared to the CNIL ~ National Commission of Information Technology and Civil Liberties):
features of the property, nature of the transfer, price and socio-demographic information relating to the sellers and buyers.

It is calculated on the basis of all transactions performed during the last six months. It only relates to previous flats (apartments) and to Paris itself. The method of calculating this index was developed in co-operation with departments of INSEE, hence its name. |
